How can a Gov’t agency order services using a GSA Contract?
- Visit https://gsaelibrary.gsa.gov – an online database that lists all vendors and products or services they offer under the GSA programs. Agencies can search by keywords, categories, or specific contract numbers1.)
- Search for services needed. The result will be one or more categories that match the search criteria.
- Selecting a category (e.g. 54151S) will provide a list of companies holding a contract with GSA to supply the specified services. The results will also include Contact Terms & Conditions and Price List of Labor Categories.
- Get in touch with Government Point of Contact listed in GSA eLibrary and request them to issue a task order or a delivery order.

Performance Management and Evaluation Learning Services (PMELS) IDIQ

- Brief Description: DevTech provides performance monitoring, evaluation, and learning services to the DOS. We design and implement a variety of quantitative and qualitative evaluations covering DOS activities. These include organizational assessments, performance and impact evaluations, sector evaluations, multi-country evaluations, meta evaluations, case studies, and experience (desk) reviews. We offer performance monitoring support, we develop performance management materials, and provide training around the DOS’s Managing for Results (MfR) framework.
- Under PMELS IDIQ, DevTech offers a total of 33 Labor Categories at fixed prices representing a combination of Junior, Mid, and Senior level professionals.
Ordering Procedures under PMELS IDIQ
- Task Orders (TOs) may be placed by any appropriately warranted Interior Business Center (IBC) Acquisition Services Directorate (AQD), Procuring Contracting Officers (PCOs), subject to the limits of the IDIQ by issuance of an TO Request for Proposal.
- The TO Request for Proposal (RFTOP) for the work to be performed will contain an individual Scope of Work (SOW) or Performance Work Statement (PWS) that will be within the scope of the IDIQ SOW.
- The RFTOP will be issues under the Functional Area to which the TO applies.
- The RFP will include:
- The services to be performed identified in SOW or PWS;
- RFP Identifier;
- Task order type, Time and Materials or Firm Fixed Price (FFP);
- Submission Contents (i.e. Technical, Price, etc);
- The basis upon which the selection will be made;
- TO Proposal due date;
- Other instructions as needed.
Contractors shall use the labor categories included in the IDIQ contract to prepare TO proposals. Proposals received are evaluated by the Contracting Offer based on the terms included in the TO RFP.
COs who sign each task order issued under this IDIQ will be responsible for resolving any and all issues related to their perspective IDIQ TOs with the contractor.
ADVISE 2.0 (the Program) is a Task Order under GSA Multiple Award Schedule (MAS) Contract awarded to DevTech Systems, Inc (DevTech). The Program can receive buy-ins from Government agencies for work directly related to program’s SOW. As requested under buy-ins, DevTech shall provide data analysis, data products, data visualizations, capacity building, cross-domain connections/integrations, quick response analysis, decision system support, field data assessments, and other services within the scope of the Program. DevTech shall track schedules, performance, and cost for each buy-in.
As the TO is issued and managed by the Department of State, only DoS cognizant CO may modify the contract to add additional obligation and SOW.
The process of Buy-In is summarized below.
- A representative from the interested Agency identifies work that falls within the general SOW of the Program. It is most efficient for that agency to use ADVISE 2.0 as an existing mechanism to implement this work. The advantages are clear – prices are already determined to be reasonable, a proven, tested contractual mechanism is already in place. This saves significant time for the Government.
- The Agency interested in a buy-in sends to the COR specific work requirements and parameters (using the template in Annex 1).
- COR reviews the work and makes a determination if the SOW and cost estimate are a fit for the Program.
- If the COR accepts the work as a buy-in under the Program, the COR notifies the CO and requests the Contractor to submit a buy-in proposal to complete the SOW.
- The COR and CO review the buy-in proposal and negotiate the final price, if necessary.
- Funding for the buy-in is provided in a Requisition by the requesting Agency.
- CO issues a modification to the contract adding the SOW and obligation.
