The Department of Labor (DOL)’s Bureau of International Labor Affairs (ILAB) has awarded DevTech a new task order, entitled “Thematic Evaluations of Office of Trade and Labor Affairs (OTLA)-Funded Judicial Interventions.”
ILAB leads the U.S. Department of Labor’s efforts to ensure fair treatment for workers globally, promoting strong labor standards, racial and gender equity, and fighting child labor, forced labor, and human trafficking. The Office of Trade and Labor Affairs (OTLA) ensures that U.S. trade agreements benefit both American and global workers by negotiating labor provisions, monitoring compliance, and enforcing commitments, so workers can compete fairly in the global economy.
The aim of this task order is to carry out a systems-level evaluation of several OTLA-funded programs across Georgia, Guatemala, Costa Rica, Kenya, Armenia, Mexico, Honduras, and Malaysia. This evaluation will focus on assessing the effectiveness, impact, and sustainability of judicial interventions while examining the broader social, political, and labor systems in which these interventions operate.
DevTech will also provide facilitation services for grantee organizations and ILAB, supporting them by identifying and addressing critical learning questions related to judicial interventions, including complexity-aware and system-level questions. Through an adaptive evaluation, DevTech will help stakeholders explore opportunities for innovation, scaling, and knowledge sharing, ensuring that insights are continuously integrated into ongoing and future programming. Additionally, DevTech will conduct Learning for Action (L4A) sessions, which will bring together key actors to collaboratively prioritize learning agendas and refine evaluation questions. These sessions, combined with the dissemination of evidence-based findings, will guide future decision-making and strategic actions, fostering a culture of continuous learning and improvement.
