Eymen Errais, Ph.D.

Senior Advisor

Dr. Eymen Errais is a Senior Advisor at DevTech Systems, Inc., with over 20 years of experience at the intersection of fiscal governance, debt management, and capital markets. His expertise lies in structuring innovative financing solutions that mobilize both public and private capital in support of economic resilience and sustainable development, especially in fragile and transition economies. He has advised sovereign entities, sub-sovereign entities, and public and private institutions on integrating blended finance instruments to support long-term public investment programs.

At DevTech, Dr. Errais provides strategic advisory services on blended finance, risk management, and investment structuring, with a focus on crowding in private finance to address structural gaps and promote inclusive growth. His recent engagements include the design of blended capital strategies that de-risk investment environments and align with IFI priorities, including those of KfW, World Bank, and USG.

Previously, as Special Advisor to the Minister of Finance in Tunisia, Dr. Errais led sovereign debt management reforms and pioneered instruments that actively developed local markets. He was also CEO of Tunisia’s sovereign private equity fund, overseeing blended capital deployments through public-private partnerships, catalytic equity, and thematic impact funds aimed at strengthening national development finance architecture.

Dr. Errais brings operational insight into fund-of-funds models, having contributed to regional investment platforms designed to scale venture capital ecosystems, including incubators for emerging fund managers and risk-sharing mechanisms such as guarantees and first-loss capital structures. His experience spans work with leading institutions such as the African Development Bank, GIZ, KfW, and AFD, where he has supported the development of governance models and ESG safeguards for blended finance operations.

He holds a Ph.D. in Management Science and Engineering from Stanford University and two master’s degrees in operations research and financial engineering. He is also professionally certified in Strategic Management (Wharton), Financial Risk Management (FRM), Capital Markets Securities Analyst (CMSA), and FinTech Industry Professional (FTIP).
