For over 40 years, we have partnered with public and private institutions to assess performance, measure impact, and generate actionable learning that strengthens policy and program effectiveness.
Our Monitoring, Evaluation, Research, and Learning (MERL) practice is grounded in methodological excellence and practical application. We produce timely, credible, and utilization-focused evidence that informs decision-making and maximizes value for money across sectors such as economic policy, governance, energy, education, labor, and youth development.

Embracing a technology-forward approach, DevTech integrates cutting-edge tools, including artificial intelligence and advanced analytics, into its MERL work to increase the speed, precision, and scalability of data collection and analysis. This enables us to deliver deeper insights, even in complex and data-scarce environments.
DevTech has worked with the U.S. Government, including the Agency for International Development, the Department of State, the Department of Labor, the Department of Commerce, and the Department of Agriculture, as well as a broad range of organizations across Latin America and the Caribbean, Africa, Asia, the Middle East, and Europe. We have successfully implemented more than 350 monitoring and evaluation activities in over 100 countries, including in fragile and conflict-affected settings. Our experience spans system-level, baseline, mid-term, and final evaluations, as well as developmental, adaptive, ex-post, and meta-evaluations. Our approach integrates rigorous performance and impact evaluations (spanning experimental, quasi-experimental, and mixed-method designs) with the development of results frameworks, Theory of Change models, technical assistance, and training, all underpinned by robust qualitative and quantitative research methods.
