RFP - TOR for Public-Private Dialogue for DRM

DevTech is implementing USAID funded Economic Growth Support Activity (EGSA) in Indonesia. EGSA enables (i) evidence-based decision making through ongoing analysis linking the Indo-Pacific Strategy (IPS), Journey to Self-Reliance (J2SR), and Government of Indonesia (GOI) priorities and potential USAID/Indonesia assistance under USAID/Indonesia’s next Country Development Cooperation Strategy (CDCS);(ii) increases and improves GOI technical capacity in tax collection, public expenditure, and financial accountability; and (iii) improves business enabling environment for foreign and domestic business entities.
EGSA is soliciting proposals to create an informed public-private dialogue to improve overall public and private understanding of the Indonesian tax system, the need for reform, and to help coalesce greater demand for reform. EGSA is funded by the United States Agency for International Development (USAID) and is subject to all applicable Federal Acquisition Regulations (FASR) and AID Acquisition Regulations (AIDAR). Any award issues as a result of this RFP will be subject to all instructions, terms of reference/specifications, certifications, terms and conditions and funder required clauses.

RFP: Data Collection Support for the Anticipated Learning Loss Research Study
The 3.5 year USAID Education Data activity implemented by DevTech Systems, Inc. (DevTech) began in April 2018 with the objective to provide education assessment, data management, and research and evaluation services in support of the USAID Let’s Read Project that targets the Southern, Eastern, Muchinga, North Western, and Western provinces of Zambia. Under USAID Education Data activity, DevTech is running a competitive procurement to hire a Zambian survey firm or institution to support data collection for its anticipated (pending USAID approval) Learning Loss & Psychosocial Well-Being during COVID-19 Research Study. The purpose of the study is to estimate the overall learning loss of Grade 2 learners due to COVID-19 and explain how it affects learners’ ability to learn and their psychosocial wellbeing. The study will also identify areas for remediation and reinforcement to support government planning for the upcoming school year.
The Terms of Reference outline a solicitation to recruit an interested local survey firm or institution to provide logistical and administrative support to USAID Education Data activity in collaboration with ECZ and USAID/Zambia to carry out the data collection in early 2021 among approximately 182 GRZ and community schools drawn from the five target provinces. Request for Proposal: Kenya Assessment Support
