Tanya Witter

Director of Monitoring, Evaluation, Research, and Learning

Ms. Tanya Witter is a senior monitoring, evaluation, and learning (MEL) leader with more than 15 years of experience supporting U.S. Government agencies, multilateral institutions, and international development organizations. She specializes in systems-level evaluation and the design of integrated MEL frameworks that connect program performance with broader institutional, sectoral, and systems outcomes. Her expertise includes theory-based and utilization-focused evaluation, mixed-methods research, organizational learning, and the responsible application of artificial intelligence and advanced analytics to strengthen evidence generation and use. She has led MEL activities across Africa, Europe and Eurasia, Latin America and the Caribbean, and the Indo-Pacific, with particular experience in digital infrastructure and security, economic growth, livelihoods and workforce development, energy, and health.

As a Director at DevTech Systems, Inc., Ms. Witter provides strategic and technical leadership across a portfolio of U.S. Government-funded programs and has overseen more than two dozen evaluations in recent years. She also served as Chief of Party for the U.S. Government’s Swift Expertise and Grounded Analytics project, directing more than 25 concurrent monitoring, evaluation, research, and learning assignments worldwide. In this role, she led multidisciplinary teams and collaborated with clients, implementing partners, and technical experts to ensure the quality and timely delivery of complex evaluation, research, and performance management activities. She works with clients and local stakeholders to co-create evaluation approaches and MEL frameworks that generate credible evidence, support adaptive management, and strengthen decision-making. She also designs and facilitates collaborative learning processes, technical workshops, and capacity-strengthening activities that help organizations interpret and apply evidence in complex operating environments.

Before joining DevTech, Ms. Witter served as a Senior MEL Manager at IMPAQ International, where she managed a portfolio of MEL projects focused primarily on democracy, human rights, and governance, as well as labor and workforce development. She holds a B.A. in Global Studies and International Relations from Alfred University, a master’s degree in International Development from the University of Kent’s Brussels School of International Studies, and a Project Management Professional certification.
