DevTech implements the Nigeria Support for Strategic Information and Project Management Services (S4SIPMS) project where we support data collection, analysis, and quality improvement through the Office of Global AIDS Coordinator in Nigeria. The S4SIPMS project has conducted 635 Site Improvement through Monitoring System (SIMS) assessments to date, increases the capacity of USAID/Nigeria and implementing partners capacity to use data for quality improvement, synthesizes lessons learned, and evaluates the demand and use of data so it can be used to improve hospital-level supply chain optimization and healthcare delivery.
The S4SIPMS project has achieved notable success by identifying areas that require urgent remediation and by providing the monitoring and analytical tools to track progress. For example, in the Cross River state of Nigeria, 20 Core Essential Elements (CEEs) across eight hospitals required urgent remediation, as identified by DevTech through the Site Improvement Monitoring System (SIMS) assessment. Last year, the project received 77 remediation plans, which the hospitals then used to improve their delivery and bring their supply planning and delivery standards to satisfactory levels. As evidenced by the data in the infographic below, all hospitals improved upon the CEEs in the follow-up visits by S4SIPMS.
The data is made to be useful and digestible so it can be used upstream by national and international stakeholders, such as the President’s Emergency Plan for AIDS Relief (PEPFAR) and the Ministry of Health so they can make informed strategic decisions about the type of health commodities and supply chain strategies they are using. The data is also detailed and actionable so it can be used by downstream stakeholders, such as hospitals, who can make immediate corrective actions that avoid stockouts, improve service delivery, and improve health outcomes, as we can see from Table 1 below.
In addition to site visits, S4SIPMS has achieved notable success in the adoption and delivery of technology solutions which have increased implementing partner and the Mission’s capacity to use data, enable continuous quality improvement, and increase documentation, recording, and data demand and use.
- SIMS Module successfully deployed to the Health Information System platform
- The Tableau Dashboard for SIMS is under review with Data.Fl and the SIMS 4.1 module was released
- All assessments were validated through the Global Health Surveys application
- State level IP debrief meetings were conducted following each cycle of SIMS assessments to inform the IPs’ staff on the successes and challenges at their sites as well as recommendations for the CEEs that needed improvement
- SIMS updated the GHSurvey app to include the SIMS 4.1 module
Each of these efforts fosters country ownership and sustainability for program improvement and commodity and service delivery through data use. DevTech looks forward to leveraging these insights and lessons learned on future programs to improve the delivery of health services and commodities.
